I would apply an Adjustment Layer over your map layer with one of the Color Correction effects or a Glow, then draw a mask in the shape of the initial border on the adjustment layer. Then animate that mask into the shape of the new border.
Remember, you can add vertex points to the mask(s) as you go if necessary, but you can’t subtract them.
If for any reason the mask animates strangely (crossing vertexes or whatnot) you can enable Smart Mask Interpolation.

You could find a good cursive/handwritten font to make your text, precompose that, and in the Layer window use the Eraser tool set to Write On to erase the text backwards from the end of the sentence. Then Time-Reverse the keyframes.
It’s quite tricky and requires many practice runs – and much easier with a tablet.
You also have to tweak the resultant keyframes to get the playback timing right.
By no means an easy solution, but maybe worth a shot.

Sorry, I overstated the case if I implied that it couldn’t be done with the Echo Filter. I just didn’t think it looked like it was used in the example the OP posted. The repeated instances appear to be stills or freeze frames.
Also when I said “attach points” I meant Position Keyframes.
As usual in AE, there are lots of ways to accomplish the same effect.Joey Foreman

Do you have CS4 or CS5? If so then you should really use Mocha, which comes bundled with those. It’s an astonishingly better tracker than AE’s, tracking whole planes rather than single points.
And i don’t think the effect in the video was achieved with the Echo effect. If you want clean, multiple instances of the subject then it must be isolated from the background. In most cases this will require Rotoscoping. But in your example video, the subject was shot against a bright sky which makes for an easy Luma Matte. If you have CS5, you can also try the Rotobrush tool.
The motion track will give you a sequence of Attach Points for a series of extracted stills or Freeze Frames of the subject. These are then laid out along the timeline over the original footage, staggered in time. You can then fade their opacity in and out individually.

Pretty strange. However, I think you’re wasting time doing this in AE. It’s quite simple in FCP – just use the Motion tab in the viewer to scale down and reposition the clips. You can also turn on image + wireframe in the canvas window, and scale down and position the clips directly there.
Just put one clip on v1 and the other on v2 beforehand.Is there something additional you’re trying to accomplish with AE?

When you say DV, do you mean .dv or .mov (NTSC/DV)?

That’s because the ones that look really good are rotoscoped.
One technique would be to create a series of masked solids overlaying the footage, using various Transfer Modes and levels of opacity to get the look you want. Every few frames or so, reshape the masks to match the underlying footage. These masks will interpolate from shape to shape over the range of frames.
It’s a lot of work.
Mocha and Mocha Shape will make it easier by allowing you to Motion Track various elements in the shot.

It doesn’t look like time-remapping to my eye. But motion-tracking, yes. I think a Luma Key or a high-contrast luma track matte was used to extract the skier from the sky, and the extracted stills from several postions lain over the original footage, attached to the track points.
Use Mocha to generate the track.
