This is all wrong. Just have them playback on DVD and let the Player upscale. No reason to go to Blu Ray

It was interlaced to begin with. There was no reason to make it progressive. The error was in that step. Go back and redo that first

DVDSP doesn’t need updates since DVD is a closed format….unlike something like editing where technology always changes. But you really don’t have a choice if your title requires scripting or advanced functionality.
On top of that, Encore is an incredibly buggy BD authoring tool as well. Again, limited on functionality as well

Don’t know why you’re not using DVDSP. Its a much more professional tool than Encore…with more features. BOV and scripting are just a couple examples. I can understand your frustration with FCP but nothing beats DVDSP for authoring work

Is your camera PAL? 25 fps? What framerate and format are you editing?

You need to make sure your edited footage is NTSC first. What are you editing ??

You DO want to go global.
Have them create a 1920x 1080 23.98. This can be used for the BD.
Also have them give you a 720×480 23.98 16×9 Anamorphic file which will be encoded progressive in an NTSC DVD project. This will okay in both the US and Europe
