if the disc has been used with a standalone-consumer-recorder it needs to be finalized on that specific recorder, otherwise the session is open and couln´t be used on any other player/machine.

I guess that´s your problem.

you might have a look at DVD Logics EasyBD Suite. It´s very easy to create BDs with it, and you´ve got a lot more possibilities than within adobe encore.

NTSC-DVDs could be played on ALL kind of DVD + BD-players, in europe and the rest of the world.

but it´s no good idea to implement a region-code, especially if it´s burned on DVD+/-R media.

there is a default-info in the lead-in of ALL burning media that says: region code free. this rule is defined by DVD-spec.

IF you set a region-code for this DVD, the ifo-information of the disc and the lead-in-information would missmatch, which could result in strange behaves on different players – in most cases it wont be played, and especially on sony PS3, as it´s very restrictive.

so best result would be to create a NTSC-DVD that has NO region-code.

you could also export directly from premiere into media encoder of course, but if you have a seperate master-file you don´t need to have premiere open to do different encodings afterwards.

and yes – NTSC DVD could only carry 29.98. if your source is 23.98 it will be transfered to 29.98 NDF – meaning there will be added a 3:2-pullup, so 23.98 will fit on 29.98 at the same duration, that´s the trick.

but this is only working with 23.98 and not with straight 24p.

all PAL-DVD-players could play NTSC-DVDs, so 23.98 would not be a problem, but you need to set your video as 23.98 not 24fps.

be awared that PAL has 720×576 and NTSC has 720x480px, that´s a bit less.

be awared that SD DVDs feel like eye-cancer if you only have seen the high res-files.

so you need to set your premiere-output (and/or the tiff-sequenz) to 23.98 to have a propper SD NTSC-DVD-workflow.

don´t sent your premiere-sequenz directly to encore, just export it to your harddrive as selfcontained movie (AVID DNX HD AVI or quicktime PRO RES, depending if you are on mac or pc) and encode it to NTSC-MPEG2 using adobe media encoder and a self-created preset with 23.98.

media encoder will create a 29.98-file out of it with the necessary pulldown, as DVD could only be 25 or 29.98, depending on your TV-system (PAL or NTSC).

use this file for authoring and set your DVD-project to NTSC.

720p-material is worst case for DVD if it has 50 or 60fps. second failure is to use MP4-files as encore-input for DVD. if your source is 720p25 or 720p30 it´s a bit more easy.

you should export your film as nearly uncompressed quicktime- or avi-format, like apple pro res (MAC ONLY) or avid DNX HD (you need to install the component from avid).

then encode this using adobe media encoder to MPEG2- SD and dolby AC3-files.

these once could easily be used for DVD-authoring.

if your HD-cam could record 1080p25 or 1080p24 that´s the best option for recording. this could be easily handled for all type of media:

– blu-ray + DVD
– web
– broadcasting (national + international)

but you might know that int. broadcasting-standart is 1080i

there are more issues to care for, if you are workin within progressive-mode.

– shutter-speed
– camera-movement
– different (film-like) look

all because you are working in a “film-mode” – all cinema-films are shot in 23.98fps progressive.

of course 25i is different as there are more motion-informations within the picture.

again: 720p50 could be reinterlaced + upscaled to 1080i25 or downscaled to PAL SD + reinterlaced, but additional steps are necessary.
