    Parent child only applies to movement of the events. Is that right? It doesn’t apply to any effects, does it?

    That’s correct. It does not apply the FX to the child tracks. That would be more like an Adjustment Layer in After Effects which would be a really cool feature to have in Vegas Pro.

    The only way I’m able to do this is to take the .veg (multiple child tracks w/ the parent track) and nest it. Apply the Track FX in the parent .veg (eg, Sony Black and White) and animate it. That appears to work.

    Yes, using a nested project would definitely work.
