Hard drives are so cheap these days that 2 is the recommended minimum for editing.
Leave drive C for the OS and all programs and put all your video assets on the second drive.
If he has access to an external drive, plug it in and transfer all the project material to this new drive.
Render to this drive as well.
Does he only have a drive C on his machine?
If yes, how big is it?
It could be that, even though there’s 16.5 GB left, that’s not enough for all the temp files, etc. that are created during a render.
Start going through and clearing out all the various Temp folders that Vegas has created.
For example, the bottom of the Options > Prefs screen will give you the location of one of them.
File > Properties > Video and File > Properties > Audio will give you two more Temp folder locations.
Clear all these out.
Make sure to disable any unnecessary programs such as the Internet and anti-virus during the render.
Lastly, if he’s using Norton Utilities, make sure to empty the Recycle bin as it has a nasty habit of hanging onto files long after you think they’re gone. -
