Ok just one thing. The numbers are all in a row next to each other. When the dot is over a number, the numbers beside it are still big. How do I get it to where only the number the dot is over is at scale 140%? Same thing with opacity. Also, I noticed the Y position value has to be the same for the dot as the numbers for the scale to grow all the way to 140% and opacity to grow to 100%. How do I get it more precise?
I know you said I’ll probably have to change the minRange and maxRange. I’ve tried messing with that but not sure exactly what I’m doing. I am super new with expressions… new language to me.

Would you know how to make it to where all of those expressions are only in effect when the dot stays over the number and not just passing over the numbers?
So the dot has to be stopped and still over that number for the expression to be in effect. That might be super complicated I don’t know.

Kind of. There’s nothing in the expression language to support that directly. The expression would first have to see if the dot is currently over the layer–if so, then go back in time, frame-by-frame to see if it’s been there long enough to trigger the effect. If you want it to ramp from 100 to 140 (rather than just pop), it gets more complicated because you have to find the precise frame where the dot had been there long enough to trigger the animation. Certainly possible, but not trivial.
