“Recompress all frames”

Rendering at low res or full res? Does it related to the green bar (preview: rendering for preview only)? I always thought that rendering is mainly for preview purposes, so low res or full res just affect the way we want to see the previous secvne at rendering, rigt. because when export to QuickTime, FCP will always render where is necessary at FULL resolution, is it like that? Thx for being so late but I am newbie and recently I am finding out about this themes.
