You could also try Happy Otter Scripts at https://tools4vegas.com/. There are two tools that support frame rate conversion based on motion vector tools using Avisynth, AviDub and RenderPlus. Here is a screenshot from R+.
These tools are current in beta testing.

I installed Happy Otter Scripts in Vegas, and I can tell you that frame rate conversion Avisynth script will only double the frame rate. But the other tool, Render + will do the job, most likely, very good. I am converting 29.97 –> 25 fps. Still, I need to convert fps from some other files and then I will know for sure if this is what I needed.

Glad it’s working for you. Here’s a tip. The Avisynth scripts in the folder usually require the user to make changes tailored to his particular requirements. They oftentimes do not work correctly “out of the box” without changes, as you’ve discovered. Things can get a little tricky for example, if you want to first de-interlace, then change the framerate and finally add slow-motion all in one pass.
Since the GUI is “semi-intelligent”, it usually (but not always) makes the correct choices. Once you find a script that “works”, simply tick the checkbox “Save as Custom Script” . You can then enter a name and it will be saved in the Avisynth Scripts folder. You can then use that script again in R+ or AviDub. An advantage of using AviDub is that you can render using a lossless codec such as MagicYUV or UtVideo and add that to the timeline without any quality loss before your final project render.
