Is there a way to make a new video file every 15 min of the video? Like a preset or somthing?

I would set up a batch capture – put the timecode in a spreadsheet and recapture…

I wrote a quickie macro for MS Excel to set up 5 minute imports – only have to put a 1 in front of the 5 and it’s done.. Basically I just enter a name of the tape, a comment, the start time code, and it generates the entries for me, save as a csv and load it into Premiere for the batch capture..

Not sure if this is really what you need for your particular situation but let me know if you’d like me to send it to you or not.. (If so I’ll probably clean it up a bit and give it an interface)
