Select the Color palette and click on the foreground color to highlight it. For some unknown reason your background color is highlighted causing this aggravating condition.

Hi Guys,
I had faced the same problem but came up with a simple solution:

1- Just go to your “C:\Users\User name\AppData\Roaming\Adobe\Adobe Photoshop \Adobe Photoshop Settings
2- Backup your “Adobe Photoshop Prefs file and delete it.
3- Restart Photoshop, it will create new preferences file.
