I have a solution. Use HandBrake with the following setting:
Set frame rate to 29.97 (NTSC Video)

Except that FCP doesn’t work with H.264 files all that well.

And that’s an understatement… It hardly works at all with h.264, unless you’re cutting :30’s or :60’s, I wouldn’t bother.
