I don’t have a complete answer, and you won’t like my answer anyway, because it costs money, and you won’t want to buy any of this stuff.I have no idea of how to transfer the TC from a HVR-M25U to a Beta VTR. Since you want some kind of answer, here is an answer. Get a Sony HVR-1500, that has a RS422 port. Play the HDV tape in the HVR-1500. Send the RS422 port into a Horita RLT-50 time code extractor. This will give you Longitudnal Time Code, that you can send into the TC input of your Beta VTR. Now, of course, take the analog component outputs of your HVR-1500, and go into the CAV inputs of your Beta VTR. This requires the purchase of 2 pieces of equipment, and I am sure this is no answer for you – but this would work.
As for HVR-M25U into your Kona – as you suggested, the AJA HD10AVA or the Convergent Design HD-Connect-MI are both excellent choices. Both, however, will not resolve your TC issue.
Everyone else’s post is correct as well – the client is crazy.
