After setting the project resolution correctly to 1920 x 803 PAR 1.000 you go into the crop window and right-click and select Match Output Aspect. That’s all you need to do. Forget about what the crop settings are. Use match output aspect and Vegas will guarantee that there will be no black bars.

When you render, use the same settings as your project (1920 x 803 PAR 1.000).
