Is there any chance you are willing to share your what effects and settings you used in your project?
I am just into do this myself and I made a “mask” template in photoshop containing all the “bars” that make up the digits as single layers. I import this as a comp to AE and dublicate the comp for every digit I will use. Then comes the hard part of animating these bars/masks.
But which effects should I use and what settings?
You have given the opacity in this thread but is there more you can tell me?
Is there a chance to look at you project files?

Hey dustin, I’m trying to create this for a presentation I am doing with 24 as the inspiration. Can you explain how you went about creating this? I am at a loss and I just don’t want to let go of the idea now, it looks so good in my head already. =)

Can you give me some details about what you did or help me out? I’m trying to do the same thing with 3 letters, it’s for a personal presenation and I don’t want to let go of the idea now. Hopefully you can give me some insight, I’ve worked with AE very little but I know it’s capable of doing what I want. =\
