  Vegas Color bars

  Quick question about the Vegas NTSC bars. I noticed that the generated bars in Vegas fall below the broadcast safe floor on the waveform. When going to beta for broadcast, should a broadcast safe filter be added to the bars to bring them up to 7.5 ire? Correct me if I’m wrong but if the bars fall below 7.5, master controll would know to add setup (if it’s not rejected for being illegal). Am I right?
