I’m mixing HDV and SD DV both shot in 16×9 in a Vegas 8 project.

I’ve captured the HDV in full 1440×1080. The end result I want to render out of Vegas is a SD 16×9 mpg-2 for a DVD, AND an uncompressed AVI so I can use that to make a Flash FLV web video.

I want to take advantage of the higher resolution of the HDV, and at the same time, not overextend the pixels in the SD video.

My Question is: What do I set the veg properties for, HDV 1440×1080, or widescreen 720×480?

This is more of a personal choice. Since you have no requirement for HD output, I would work in a DV Widescreen project. This ensures that there are no surprises when output. I have had problems with things like credit rolls when making them in an HD project and rendering to SD. It actually looked better to make an SD credit roll. If, however, I need HD and SD output, I will work in an HD project and render to both targets.
