  Is it possible to KEY the opacity

  I am using 3 video tracks and can set the opacity on each track but am unable to KEY them. Is this possible in Vegas?

  yes.
  Right click the track header, choose “Insert Compositing Envelope.”
  A blue line will appear at the top of the track. Double click this line to insert nodes/handles. This allows you to shift the opacity at any point in time.
