vegas and frame by frame editing for special fx
What I want to be able to do is export a video clip and have vegas break it down to each frame so that i can take the sequence into a program like adobe photoshop, and edit each frame indiviualy. I would do this to say “clean up a special fx shot” or “remove the dancing artifacts around a chroma keyed shot” or “to paint something into a shot that isnt there”. Any advice would be appreciated.

To export a still image sequence, use the script that comes with Vegas.
Tools>Scripting>Render Image Sequence.

ok thanks, when I do that it tells me insufficent step time. what should I do?
