    Hi, I’m new to live video broadcasting – I work at a high school where the students are interested in drawing over live video during our broadcasts of sporting events. Yep, as they are “commentating” they would like to be able to draw the little arrows. Anyone have an idea of how this is done?

    Yes. Google “Telestrator”. A proprietary piece of expensive graphics equipment for broadcast. When you google, your results will show one less expensive way to do it as well:
