    So I have to convert files to be able to play on a specific VOD system. The file type has to be mpg with the video being h.264 at 720×480 widescreen and the audio being AC3.

    As best I can tell, the way to make the file is to make an MP4 with those specs and then rewrap it as an mpg.

    Can anyone tell me of a program that can do the rewrapping to mpg? Free would be ideal but if it has a trial that would work great as well. All I have to do is be able to make a test file that the client can say works with their system and then I can just tell them how much the encoder software costs.

    I have Apple computers as well as a PC laptop in the office. I have the CC suite and FCP7 Studio if there is any way to use those for that.

    There is a problem with your spec because mpg is H.262. Otherwise, the tools you mentioned should be able to perform the conversion.
