Best compression settings, 30-40 minute flv????

The pieces are between 30-40 minutes long. It’s a two camera shoot of a live presentation. The presenters are moving a little on stage and I cut back and forth from a wide shot to close ups. Not much action but some movement.
I’m not sure if I should use streaming or progressive. I’m completely unfamiliar with streaming and from reading around it sounds a lot more involved. Also wondering if I should use CBR or VBR and if if using multipass will be worth the encoding time.
I also don’t know the average bitrate of the end user.
