  …is it possible? I have standard dv 720×480 footage In Final Cut Pro that I would like to convert to this format. Any ideas?

  Its possible, but I don’t see how you are any better off than just encoding to 720×480 or 640×480 and then playing the movie full screen or blown up 2x on playback. If you really want to encode your 720×480 source to 1280×1024, you just need an encoder that will allow you to encode to multiple custom resolutions, like Episode (Compression Master) or MainConcept.
