    Is it possible to create an object and have it be one texture and then have another texture flow over the object? Like a car…have it be white and then have black flow over it like paint. I can do this is AE with masks but I am wondering if there is that much texture control in C4d?

    it could be done with an animated gradient layer mask in the color channel (ok if your two materials are identical except for color) or stack two materials and animate the alpha channel in the top (right-most) one if the materials are significantly different. Quick examples these are not the only way to do it, Proximal (in Effects) would be another probably there are many more.
