  Extrusion from one closed spine to another

  How to extrusion from one closed spine to another?

  Example:
  Assume our first closed spline is a circle.
  The second one is hand drawn arbitrary shaped closed spline.

  How can we construct a tube like 3D object with one end is a circle and the other end is in the form of our hand drawn spline?
