  Short clips avoid copyright?

  Hi,

  I understood the UK rule on copyright to be that you cannot use material that is not your own under any circumstances, unless you gain permission from the copyright holder.

  However, my colleague told me he thought that if you only use a few seconds of a clip, you don’t need to ask permission.

  Is there a governing body that I can check with? I’ve never come across this.
