I am trying to key a JPEG over moving footage in FCP 6.
The JPEG is a packshot with a chromakey green background.
I have set it up in the timeline with a Chromakey filter that is working fine and I can seethe composite image exactly how I want it – the packshot keyed over the background footage.

Chromakey layer is V2 and Footage is V1. I select both then hit Render. But the clip doesn’t render it either won’t render at all if I lasso the two clips or, if I click-select both clips it processes the render but when it is finished the key hasn’t worked.

    What am I doing wrong?

If the effect can be played in RT, Cmd-R won’t render it.
    Try Option-R.

Try highlight all related clips, then in the top menus, select Sequence>Render Only>Needs Rendering
