Is there a way to browse the Soundtrack Sound Library in the same way it is browsed in Soundtrack, but in Final Cut? It would be more useful to have this native function rather than drag the libraries into Final Cut.

Nope! If it’s that important to you, create a new project with all the sound elements, and open that in addition to your current project when you need to audition and choose audio clips.
