I am trying to match an AE comp within another program and the comp and I am trying to match with uses the photo filter extensively. I was wondering if someone knows what operation(s) the photo filter is using to achieve the look. Is it just the color of the solid filter that is chosen basically being merged over the top of the layer its applied to with a specific transfer mode? I am using Digital Fusion to replicate the comp and as it does not have a Photo Filter and the actual AE plugin does not with in Fusion this is where I am at. Thanks in advance for any input you may provide.

Try the ‘multiply’ blend mode on a colored solid over your footage. I can’t guarantee that it’s exactly the same, but it should be close.
