    Levels allows you to change the gamma and 2 input/output pairs per channel.

    Curves allows you to change the input and output values at an arbitrary number of points, rounding the intermediate inputs/outputs along a curve. This can allow for more subtle variations, but isn’t always necessary.

    Levels is valuable because you can use very specific number values for the inputs and outputs. It also allows you to make gamma adjustments (which you can only approximate in curves).

    Curves is valuable because it allows you to make more subtle variations than Levels, as well as more psychedelic (if need be) due in large part to your ability to define many arbitrary inputs/outputs.
