Profesional audio editor
I need an audio editor that can improve people’s voices. I have understood there is a program or plugin that improves defects in the voices. Or with the same final cut can be done?

Sound post production is so much more than software and plugins. Defects in voices mean so many things it is hard to say what you might need other than someone who knows how to use audio software. Find that person and they will tell you what they need for the job.
Final Cut Pro is a particularly poor audio tool with limited plugins and frame based accuracy which isn’t sufficient for proper dialog editing.
