  Slow shutter / stutter effect.

  Hey all-
  Can anyone tell me how the effect in the opening shot of this video was achieved? It almost makes the video look animated or like the fps is low.

  I think that’s a simple strobe (FC filters > Time).

  Low shutter introduces a blurring effect to video footage. High shutter speed produces ultra crisp movement (ala Saving Private Ryan). That footage looked sped up to me.

  You are right. Had a second look at and seems to be just speed up.
