the mosaic effect will pixelate your video, to give it a ‘low-rez’ look.
cc ball action can work in a similar fashion, but can add a bit of shading to the pixels, like you are looking at a crt screen closeup.
the posterize effect can restrict the number of colors in the image to try and give the limited color palette of 80’s games.
the posterize time effect could be used if you wanted the movements to be a little more jerky, like its a lower frame rate, or stop animation look. you might actually want to just pull certain frames to create some of the effect… when mario walked i think he only had 2-3 different positions. so you could try to do the same thing by pulling only minimal frames for various actions. and maybe speeding those movement up a little.

i still have my old atari 2600, i found it a few years ago in my parent’s garage. after a little work cleaning contacts on switch and controlers it still works, so i can play the tank game on combat or pitfall with my kids (even they laugh at the quality, and of course, keep asking for a wii).
