  Can I rotoscope in Final Cut? Mainly I need to use the wire removal technique.

  Nope. Motion, After Effects…programs designed for this. FCP is an editing application.

  You can also rotoscope in Photoshop… after all, that’s kind of its genesis – but it can be very tedious to do that way. For very short segments though I’d say it is worth considering.
