What is the best mid to upper mid (price) video card for the adobe stuff

The Adobe products do not rely on your video card enough to warrant paying a ton of cash for one. That said, you WOULD benefit from getting a Blackmagic card ($299) and a professional broadcast monitor ($400+) for viewing your work in a professional manner.

Ok which Blackmagic card for SD and does serve as my main video card (comp) and output to video monitor? I have the Panasonic Pro Line Video Monitor Model CT-2086yd. Will this be a good match with the Blackmagic card?

The Blackmagic card is not your main graphics card — it is an additional card designed for ingesting and outputting to/from a video player/recorder. As a bonus, you can hook up the card to a TV instead of a deck so you can see what your comp will look like on a TV.
As for your main graphics card, don’t waste your money getting anything better than something approved by Adobe on their site.
As for the TV, you should get one that can be calibrated — CRTs use a “blue gun only” method. As for compatibility, just make sure the TV has the same jacks in as the card has out.
