  Tricky Effect

  can i do an effekt like this https://www.clemenskogler.net.tf/bilder/test.jpg
  in after effect so that i can move the effect over the person object etc.
  i already tried playing around with the displacement map filter but i didn’t succeed
  Any ideas?
