A friend of mine created it in AE but I am lost at how to even start. I know it has something to do with fractal noise. The question is, can you create something like this? If so, how?!

Hmm, paint daub. Possibly. I only know my friend online and he isn’t very cooperative. 🙁

You could probably manage an effect similar to that with a clever use of fractal noise, the glass distortion, an overlaid black and white gradient, and an adjustment layer using Colorama with a custom gradient.
Maybe a little displacement mapping for good measure. That’s just at first glance, though.

I was going to recommend playing with a combination of a Radial Gradient, Fractal Noise, Texturize (or CC Glass or another similar effect) and Colorama. You beat me to the punch ;P
