Well, first off, 720p isn’t a 29.97 frame format…it is a 59.94 (60 progressive frames) frame format. The only way you can get 720p 29.97 is to shoot 720p 30pN.
If your 720p24 footage was imported at 23.98, that indicates that it was shot at 720p 24pN…meaning that 24 ACTUAL FRAMES PER SECOND were shot. Normal 24p is 720p 59.94 will pulldown to make it look 24p…while it is running at 60fps. 59.94 and 29.97 intercut well, actually. BUT…that isn’t the case here. You cannot get 29.97 out of the 720p 23.98 footage…6 frames are missing. Best thing to do would be to take the footage into Compressor and convert there. Put all the settings at BEST in the Frame Controls.
