    Export movie with current settings take into Compressor.

    Choose the codec flavor you need, assuming you want to keep the same frame rate make sure it is set to current.

    Go to the Geometry Tab in the inspector (with the movie settings active in the submit window)
    Set Dimensions (encoded pixels) to 720×576

    Set Output image Inset (padding) to 16×9 1.78:1

    Just test the results on a external monitor to make sure there is not a field order problem, I’m not in PAL-land so I don’t know what is upper and what is lower but you want to make sure it works.

    You can play with Frame Control tab if the downconvert is not to your liking but the below will get you a Letterboxed 4:3 QT movie.
