  Is there a better free tool for downconverting HD and changing frame rates?

  I imported an HD file that had a 25f frame rate into an DV comp, did the standard AE framerate conversion and manually scaled down the video a bit. The quality isnt terrible but its a bit choppy when it plays. Is there a better frame rate for converted a 25f clip to 29.97?

  rather than scale the segment use time remapping with pixel interpolation.
