  How to do this Blur effect from Rihanna’s Umbrella MusicVideo

  hey guys,

  I been seeing alot of this blur effect typically used in music videos.
  The blur effect seems to come in during the drum part, Theres gotta be some sort of plugin because thats alot of keyframing involved. any ideas?
