    Put each video element on its own video track.

    Scale and position each video into the appropriate position.

    Nest all the video tracks together.

    Add the Perspective 3D filter.

    That will get you started, though that particular effect looks like it was created in After Effects or Motion.

    Motion will create this effect more cleanly than FCP.

    And you can create the black bar border in Photoshop and lay it on top of the video in FCP, AE, or Motion.

    Looked more like six panels in the real life video wall. I noticed the zoom outs weren’t in perspective, they appeared to be straight scale operations.

    You can create a custom-sized sequence that is three screens wide and two screens high (maybe 1280 wide and 480 high), place your clips into the discrete sections as Walter suggested and render the whole movie. Bring the rendered movie back into FCP and use it like any other clip. if you need more controllable interactivity you’ll need to nest the video wall clip into your main comp.
