So, I have been compressing quicktimes for FTP transfer as .mov’s with a data rate of 7500 kbits/sec. When I try to import them into FCP (as a test), it gives me an error. It reads:

File Error: 1 file(s) recognized, 0 access denied, 1 unknown.

What is going on? What am I doing wrong?

Your information tells us that you are creating a Quicktime file with a specific data rate, but you have not provided us with information specifying the codec. The list of potential codecs available under the Quicktime banner is lengthy, from highly compressed codecs for Web delivery, all the way up to uncompressed HD. Plus, some are supported by FCP and some are not. To help you we need to know which specific codec you’re using.
