  Foggy Text Effect applied to Photoshop Bitmap Layer

  Is there any way to construct a foggy preset effect for a still image imported from Photoshop. Using AE 7.0
  I tried applying the text effect to the layer and of course it would not work.
  Any advice much appreciated.
