blocky scaled down video

If any one could help me I would greatly appreciate it.
The issue:
I’m creating a 30 second video to be played in a presentation room. It will be projected onto six very large screens. The video will be outputed to a DVD for playback.
In the video small video clips appear one at a time for 2 or 3 seconds then freeze frame. When the whole video is done there will be 16 images on the screen (Brady Bunch style).
Each video is scaled down to about 25%. Also, for continuety of subjects all the clips were croped. My first thought is the videos should be fine because I’m scaling down not up. Unfortunatly the videos appear blocky. You can really see it in high contrasting colors.
I did discover last night that cropping the videos causes some of the blockiness. I have to crop them, I have no choice.
I have tried filters and I have not come up with a solution.
Does anyone have a solution? Suggestion?
We are going to try and redo this in AfterAffects…better resouliton I hope.
