    what are the limits, if any, in fcp project size? reason i
    ask is i’m working with sequences made up of targa stills,
    often very long. they range from 1k to 3k resolution (1024×768
    to 3072×2304).

    i just tried to load a folder containing about 13 minutes
    worth of files at 2k, something like 23000-24000 frames, and
    the load failed. it loaded all but the last 1900 frames
    approximately.

    i split the project in half and am able to load 12000 frames
    no problem.

    is this a fcp general limit?
    is it a limit in the import folder size? (if i put the files
    into two folders could i then successfully import both into
    the same project)?
    is it a system issue?

    Have you tried increasing the size your stills cache in your preferences?

    Are these numbered image sequences? If so, import them into Quicktime and export them as QT animation codec if you want to preserve all the quality of the originals

    Even if you could import all the stills, your project will behave poorly and take forever to load up. Quicktimes are the way to go.
