[Alicia Harwell] “Do you have to render all effects on a timeline before exporting?”

Yes. Or you can check the box for “Recompress All Frames” in the export dialogue which would essentially do the same thing. However, with that box checked the export will take longer than if you rendered all effects in the timeline first before exporting.

[Alicia Harwell] “Does anyone have a technical explanation for “render”?”

In a nutshell, when you add an effect FCP has to build a completely new file with the added changes. For example, if you added a broadcast safe filter to a clip FCP will make a copy of that clip with the filter applied. When you play back your timeline FCP will play the new clip instead of the original.
