Does anyone know if it’s possible to use 100% of a widescreen television instead of having the black strips on the top and bottom?
How would i go about this in final cut pro?

That depends on many factors, including the pixel count of your display, your video I/O card, the type of widescreen video you’re actually cutting, etc, etc, etc. You’ve essentially supplied none of the information required to answer your question. Keep in mind, this is a business of precision. In the future, if you want an informed response that actually helps you to achieve a useful result, you’d best supply more information.

If you’re working in letterbox mode on an SD project, then that’s normal behavior. If you want true widescreen, then you need to work in anamaorphic in SD and have a true 16:9 display or work in HD.
