  i use “save frame as” but…..

  i have one clip that i want to capture one frame and use as cover pic for a project
  but using “save frame as ” give me a rather blur picture though doing it with no output loss
  Is there other way round to do this?

  Make sure that all of your settings are correct in the render queue when you save frame as. If all is properly set (format, compression etc), then you will not have a blurry picture.

  … and you should know that if you want to use that image for print, it needs to be around 2400 pixels wide by 3000 pixels tall for an 8×10 inch print image. To enlarge your image, try ReSizer from Digital Anarchy. Or to find alternatives, search the COW for “resizer”.
