May 19, 2005 at 12:19 amDuplicate the video track and place it directly above the original.
Now apply a blur to the top video track.
Now crop the top video track to only blur the area you want blurred. You can add a feather if you’d like.

There are always a hundred ways to skin a cat! Here is my method:
Generally, I find the best process to do this kind of stuff is to create a second instance of the clip to be blurred, above the original clip. Matte out this second instance such that only the part that needs to be blurred is visible. Apply a blur filter to this second clip and you’re all set.
I will break this process into steps for you, as follows:
1. Duplicate the clip with the material to be blurred in a track above the current track.
2. Select this 2nd instance of the clip.
3. Apply a Four-Point Garbage Matte, or if the area to be blurred is more complex, an Eight-Point Garbage Matte. You will find these in the Video Filters > Matte folder on the Effects pane
4. Ensure you add Feather to the Edges of the matte, in its parameters. This will ensure a smooth gradation between the blur and non-blurred part of the footage
5. Apply a Gaussian Blur to the clip
Voila! Magic

May 19, 2005 at 8:42 pmThrere’s a nice plugin at https://www.lyric.com/fcp-plugins/ which costs about $50 that can do all of the above and keep the blur tracking the motion of the underlying object in case the shirt is moving. There’s a motion tracking demo you can download. You want to try the Pin Blur plugin in the demo.
