But for instance, when I play a store bought DVD (in the past) it would be 5.1.

Just to be sure, we are differentiating between DVD and Blu-Ray, right? Not using DVD as a generic term for 5″ video discs?

    System:
    Dell Precision T7600 (x2)
    Win 7 64-bit
    32GB RAM
Adobe CC 2017.1 (as of 8/2017)
    256GB SSD system drive
4 internal media drives RAID 5
Typically cutting short form from UHD MP4, HD MP4, and HD P2 MXF.

    Yes DVDs.

Store-bought films on DVD can be in Dolby 5.1. So why cant I export that from AP/AME?

I cannot say for sure, as I have never tried it. I can only suggest that *perhaps* it is possible when authoring using Adobe Encore. It is EOL, of course, but still available. I think you install Premiere CS6 and it comes along for the ride.

Someone add a correction if I am in error.
